Elaine is the Director of Global Product Development for Cigna Global Health Benefits (CGHB) and oversees product development for the global expatriate segment and is also currently the pre-eminent authority on the impact of the Patient Protection and Affordable Care Act (PPACA) on global expatriate plans. Elaine led GHB’s advocacy efforts to secure necessary and appropriate relief from PPACA for expatriate plans culminating in the passage of the Expatriate Health Care Clarification Act (EHCCA) effective in July 2015.

Elaine leads the global product team responsible for the development and management of medical, dental, pharmacy, vision, ancillary lines such as life and disability, international EAP, evacuation and repatriation and global health and wellness products for GHB’s globally mobile customers. The global product team manages products across 10 legal entities around the world in 21 countries covering expatriates in more than 190 counties and jurisdictions. The team’s mission includes product development in new GHB segments and geographies highlighted by recent product launches in Africa and Germany.

Elaine has more than 25 years of healthcare marketing experience with 19 years at Cigna. She began her career in the health care industry at Pennsylvania Hospital in Philadelphia, and then moved to Cigna where she has held various marketing roles of increasing responsibility encompassing many disciplines including communications, research, competitive intelligence, segment market and product development. She graduated with honors from Temple University with a B.A. in Journalism/Communications and a minor in political science.


Elaine is member of the Expatise Faculty since 2016.
